Topics in International Economics

PhD Skills Development Module, Term 2

This module offers an overview of several active areas of research in international trade. It introduces frontier topics, insights, and tools, with the goal of preparing PhD students to conduct independent cutting-edge research in the field, as well as in adjacent fields where ideas and techniques from international trade may be useful, such as urban and spatial economics, labor, development, IO, finance, and macro. 

The module will consist of 10 two-hour lectures. The preliminary set of topics includes:

  • Trade, FDI and financial frictions (Kalina Manova)
  • Global value chains and production networks (Kalina Manova)
  • Trade and labor markets (Gabriel Ulyssea)
  • Trade within countries and development (Gabriel Ulyssea)
  • Cities and development (Gabriel Ulyssea)
  • Spatial and general equilibrium spillovers (Kirill Borusyak)
  • The effects of trade on welfare and inequality (Kirill Borusyak)

Students from University of London universities other than UCL are welcome to register.

Prerequistes

We strongly recommend that students take or audit EC532 “International Economics for Research Students” during Term 1 at the LSE. This module covers baseline models in international trade that provide useful foundations for the topics course at UCL. UCL students can easily register for EC532, and Daniella Harper can assist with the logistics.

No formal assessment is required for this skills development PhD module. In order to fully benefit from the module, students are strongly encouraged to complete all assigned reading and participate actively in class. Interested students are welcome to develop a 5-page project proposal that they could pursue as part of their dissertation and receive constructive feedback from the lecturers.

Term Paper Overview

  • You will write a term paper on a relevant topic of interest to you.  The basic idea is for you to apply a theory or small set of theories to an issue in international political economy to drive predictions regarding the likely course of events over the next 5-10 or 10- 20 years. You will work on the paper in stages and be graded on your work over the course of the semester.  After submitting a rough draft, you will review another student’s paper and get peer feedback on your draft.

Term Paper Stages

1.  Research Paper Topic : You will write a short paragraph outlining the general topic of your research paper. General topics include, but are not limited to, trade relations, hegemony, the exchange rate, development and globalization. You will then describe the specific subtopic you are interested in. If, for example, your general topic is globalization, some subtopics might be sweatshops or the effect of globalization on the environment.

2.  Research Question: You will write one short paragraph that first presents your initial research question. Make sure that your research question asks what factors, variables, or conditions affect some aspect of your subtopic and focuses on cause-and-effect relationships.

  • You should avoid descriptive and prescriptive questions.  The former leads to research papers that simply describe a process or an event, while the latter results in research papers that tell us what we can or should do to change, fix, or prevent some undesirable situation.
  • For example, if your subtopic is the effect of globalization on the environment under the general topic of the globalization, an appropriate research question might be “under what conditions will countries cooperate to reduce pollution?” Inappropriate research questions might be “which states are the biggest polluters?” and “what should be done to reduce pollution?”

3.  Bibliography: You will submit a preliminary bibliography that should consist primarily of scholarly works associated with your research topic, such as books, journal articles, and other published studies that have been subjected to peer review. University presses, as well as many other reputable publishers, produce peer-reviewed books.

  • Your bibliography must follow the guidelines found in the American Political Science Association’s Style Manual for Political Science.  (See the Citations page of this guide for link.)

4.  Theory Overview : The reading you do will allow you to become acquainted with different theories (or "models" as they are often called) about the phenomenon that you’re interested in. Review the most prominent or compelling theories. If there are competing theories, highlight their distinguishing factors.

5.  Thesis Statement : You will write one or two sentences that represent your thesis statement. This thesis statement should be a concise summary of your research paper’s argument or analysis. In other words, the thesis statement summarizes your findings, your predictions and your argument. It is “the punch line” of your paper and what follows fills out and supports this statement.

6.  Detailed Outline : You will provide a detailed outline of the various sections of your research paper. These sections may include, but are not limited to, the introduction (including your thesis statement), theory review, analysis, and conclusions.

7.  Rough Draft : You will submit a rough draft of your research paper for peer review. This draft does not have to be perfect. It simply represents your first attempt to put your thoughts in final form. However, the more work you put into this rough draft, the more likely it is that you will receive useful feedback from the peer review. You will get full credit for submitting the draft. (I will not be grading content at this point.) If you do not submit the rough draft you WILL NOT get any credit for completing a peer review.

8.  Peer Review:   You will provide constructive feedback on one classmate’s rough draft.  Using track changes and the insertion of comments, offer as much constructive criticism on your classmate’s paper as possible.  Constructive criticism is criticism that is intended to improve the paper and often identifies solutions to problems in a positive and productive way.  You might want to think about this peer review as a valuable opportunity to improve your own writing; as you edit and comment upon your classmate's work, you might discover things that you should or should not do in future essays and research papers. You will not get credit for this portion if you do not submit a rough draft yourself.

9.  Final Paper: Your final paper must be between 6-8 pages in length, double-spaced with 12-point Times New Roman font and 1-inch margins.   • The European Commission Announces Five New Initiatives in Its Economic Security Package

On 24 January 2024, the European Commission (Commission) published its Economic Security Package, which introduces five new initiatives with the aim to increase the European Union’s economic security, including: 

  • The proposal for an updated Foreign Direct Investment (FDI) Screening Regulation;
  • A White Paper on Export Controls;
  • A White Paper on Outbound Investments;
  • The Proposal for a Council Recommendation on Enhancing Research Security; and
  • A White Paper on Dual-Use Research. 

While the Commission notes that the five initiatives will maintain “openness of trade, investment, and research for the E U’s economy”, the impact that the future measures could have on trade and investment in the European Union remains uncertain. 

Proposal for an Updated Foreign Direct Investment Screening Regulation

With its proposal to update the FDI Screening Regulation, the Commission aims to revise the current FDI framework through an evaluation of the existing regulation, which has applied since 2020. The Commission takes into account its experience since the entry into effect of the current FDI Screening Regulation and sets out ways to improve the effectiveness of the existing regime.  

From October 2020 until June 2023, the Commission dealt with 1,125 cases notified by Member States and identified a few areas for improvement, which the proposed revisions of the FDI Screening Regulation seek to address. The main goals of the proposed revision of the FDI Screening Regulation are the following: 

  • Ensure that all EU Member States have more harmonized national FDI screening mechanisms in place (as of January 2024, 23 of the 27 Member States had foreign investment screening mechanisms); 
  • Setting-up adequate procedures to determine whether national screening authorities have jurisdiction over a notified foreign investment, and to carry out an initial review followed by, where necessary, an in-depth investigation to determine whether that foreign investment is likely to negatively affect security or public order;
  • Monitoring by national screening authorities to ensure compliance with the screening mechanism and screening decisions, in particular through adequate procedures to identify and prevent circumvention of these screening mechanisms and decisions;
  • Providing the possibility to screen a transaction at least 15 months after completion if the screening authority has grounds to consider that it may affect security or public order; 
  • Ensuring the protection of confidential information, including commercially sensitive information, made available to the Member State carrying out the screening;
  • Ensuring that undertakings concerned by a screening decision have the possibility to seek judicial recourse against that screening decision;
  • Empowering national screening authorities to impose mitigating measures, prohibit, or unwind foreign investments subject to an authorization requirement that were not notified or that were notified after completion, and to address effectively the consequences of noncompliance with the mitigating measures; and
  • Setting-up adequate procedures for the notification of notifiable investments to the EU cooperation mechanism;
  • Set out a minimum sectoral scope where all Member States must screen foreign investments, as there are still significant inconsistencies in terms of the scope of the national FDI mechanisms. In that regard, the proposed FDI Screening Regulation requires prior notification and screening for foreign investments in companies (i) involved in projects or programs of EU interest, or (ii) activities of particular importance for the security or public order interests of the European Union as listed in Annex II of the proposed FDI Screening Regulation (i.e. military equipment on the Common Military List of the European Union, dual-use items subject to export controls, critical technologies, critical medicines, critical entities and activities in the European Union’s financial system); 
  • Set out criteria, relating to both the investment and the investor, to be taken into account by national screening authorities when assessing whether an investment is likely to negatively affect security or public order; and
  • Extend the EU screening to investments by EU investors that are ultimately controlled by individuals or businesses from non-EU countries, to address the loophole identified by the Court of Justice of the European Union’s Xella ruling (C-106/22 - 13 July 2023). In this case, the court held that the FDI Screening Regulation only allows Member States to screen investments by non-EU companies, and not acquisitions by investors incorporated in the European Union.

The Commission’s proposal to update the FDI Screening Regulation is open for feedback until 1 April 2024. The Commission will summarize the feedback and present it to the European Parliament (Parliament) and the Council of the European Union (Council) in preparation for subsequent legislative debate on the initiative.

White Paper on Export Controls

By adopting the White Paper on Export Controls, the Commission has launched a policy dialogue with Member States and stakeholders for the adoption of EU export controls of dual-use technologies that could impact the European Union’s security. 

The White Paper on Export Controls sets out several objectives, such as improving the coordination of export controls at the EU level to enable the European Union and Member States to act more effectively, thus reinforcing the European Union’s ability to respond to unilateral actions by third countries imposing new export controls. Of the measures introduced, two are notable, including: (1) the Commission’s forthcoming proposal to introduce uniform EU controls for items that would have been adopted in the multilateral regimes “if not for the blockage of the decision-making process within these regimes;” and (2) the proposal of a newly created forum for political coordination.

The Commission’s White Paper on Export Controls is open for feedback until 13 May 2024. The Commission will summarize the feedback and present it to the Parliament and the Council in preparation for subsequent legislative debate on the initiative.

White Paper on Outbound Investments

With the White Paper on Outbound Investments, the Commission has launched a policy dialogue with Member States and stakeholders on the potential risks arising from investments made by EU companies in third countries. 

The Commission notes that Japan, China, the United States and other third countries already control outbound investments from their respective territories. Through this consultation process, the Commission wishes to garner (1) what kind of outbound investments in certain critical technologies are made from the European Union; (2) whether such outbound investments could put the European Union or a Member State’s security at risk; and if so, (3) to what extent such risks can be addressed by existing mechanisms or would require additional measures at the EU or national level.

The Commission’s White Paper on Outbound Investments is open for feedback until 17 April 2024. The Commission will summarize the feedback and present it to the Parliament and the Council in preparation for subsequent legislative debate on the initiative.

Proposal for a Council Recommendation on Enhancing Research Security

The Commission’s proposed Council Recommendation on Enhancing Research Security seeks to push Member States to strengthen the research and innovation sector. By suggesting this action to the Council, the Commission advocates for Member States to establish a policy framework for research and security. The Commission would monitor the progress and implementation of the measures introduced in such a recommendation.

White Paper on Dual-Use Research

With the White Paper on Dual-Use Research, the Commission reviews the support offered under current EU funding programmes for research and development and identifies how this could be improved. 

It outlines three possible approaches: (1) strengthening and advancing the current framework; (2) removing the exclusive focus on civil applications in selected parts (e.g. where the dual use potential is most prominent) of the successor programme to Horizon Europe, the European Union’s key funding programme for research and innovation; and (3) creating an instrument with a focus on dual-use research and development. To that end, the Commission solicits feedback in a consultation with public authorities, civil society, industry and academia on these three options to provide strategic support to dual-use technology development.

Smooth Diagnostic Expectations

We introduce “smooth diagnosticity.” Under smooth diagnosticity, agents over-react to new information defined as the difference between the current information set and a previous information set. Since new information typically changes not just the conditional mean, but also the conditional uncertainty, changes in uncertainty surrounding current and past beliefs affect the severity of the Diagnostic Expectations (DE) distortion. Smooth DE nests the baseline DE of Bordalo et al. (2018) and implies a joint and parsimonious micro-foundation for various properties of survey data: (1) over-reaction of conditional mean to news, (2) stronger over-reaction for weaker signals and longer forecast horizons, and (3) over-confidence in subjective uncertainty. We embed Smooth DE in an analytical RBC model. The model accounts for over-reaction and over-confidence in surveys, as well as three salient properties of the business cycle: (1) asymmetry, (2) countercyclical micro volatility, and (3) countercyclical macro volatility.

"An Optimal Allocation Model for Smart Production System in Limited-Cycle Problem with Multiple Periods considering Quality and Due Time~ the Case of Different Worker Levels ~"

In recent years, quality irregularities in companies have been covered in the media, affecting sales and stock prices. Furthermore, due to the increase in the number of foreign workers and differences in the number of years workers have been with the company, workers' abilities also vary. In this study, we constructed a new mathematical model that takes quality into account in addition to the multi-period constraint cycle model of previous studies. We proposed the optimal worker assignment for a production line with different worker levels and analyzed its characteristics.
