A business plan will help you raise funding, if needed, and plan out the growth of your school to improve your chances of success. Your school business plan is a living document that should be updated annually as your company grows and changes.

With regards to funding, the main sources of funding for schools are donations and gifts, tuition, personal savings, credit cards, bank loans, and angel investors. When it comes to bank loans, banks will want to review your business plan and gain confidence that you will be able to repay your loan and interest. To acquire this confidence, the loan officer will not only want to ensure that your financials are reasonable, but they will also want to see a professional plan. Such a plan will give them the confidence that you can successfully and professionally operate a business. Personal savings and bank loans are the most common funding paths for schools.

If you want to start a school or expand your current one, you need a business plan. The guide below details the necessary information for how to write each essential component of your school business plan.

Executive Summary

Your executive summary provides an introduction to your business plan, but it is normally the last section you write because it provides a summary of each key section of your plan.

The goal of your executive summary is to quickly engage the reader. Explain to them the kind of school you are running and the status. For example, are you a startup, do you have a school that you would like to grow, or are you operating a chain of schools?

Next, provide an overview of each of the subsequent sections of your plan.

  • Give a brief overview of the school industry.
  • Discuss the type of school you are operating.
  • Detail your direct competitors. Give an overview of your target customers.
  • Provide a snapshot of your marketing strategy. Identify the key members of your team.
  • Offer an overview of your financial plan.

Company Overview

In your company overview, you will detail the type of school you are operating.

For example, you might specialize in one of the following types of schools:

  • Private K-12 school : this type of school typically charges tuition, and may be affiliated with a religious organization, or specialize in a particular learning method.
  • Charter school: this type of school offers primary or secondary education for a tuition, and may receive some public funding, and/or donations. These schools require their students to take state-mandated exams.
  • Special subject school: this type of school specializes in teaching a specific subject, such as driving, first-aid, self-defense, fine arts, language, or general tutoring.
  • Preschool: this type of school typically serves children who are aged 3 and 4. These schools prepare young children to enter formal education, and are funded by some combination of tuition, donations, and government grants.

In addition to explaining the type of school you will operate, the company overview needs to provide background on the business.

Include answers to questions such as:

  • When and why did you start the business?
  • What milestones have you achieved to date? Milestones could include the number of students served, the number of students accepted into elite formal education institutions, etc.
  • Your legal business Are you incorporated as an S-Corp? An LLC? A sole proprietorship? Explain your legal structure here.

Industry Analysis

In your industry or market analysis, you need to provide an overview of the school industry.

While this may seem unnecessary, it serves multiple purposes.

First, researching the school industry educates you. It helps you understand the market in which you are operating.

Secondly, market research can improve your marketing strategy, particularly if your analysis identifies market trends.

The third reason is to prove to readers that you are an expert in your industry. By conducting the research and presenting it in your plan, you achieve just that.

The following questions should be answered in the industry analysis section of your school business plan:

  • How big is the school industry (in dollars)?
  • Is the market declining or increasing?
  • Who are the key competitors in the market?
  • Who are the key suppliers in the market?
  • What trends are affecting the industry?
  • What is the industry’s growth forecast over the next 5 – 10 years?
  • What is the relevant market size? That is, how big is the potential target market for your school? You can extrapolate such a figure by assessing the size of the market in the entire country and then applying that figure to your local population.

Customer Analysis

The customer analysis section of your school business plan must detail the customers you serve and/or expect to serve.

The following are examples of customer segments: families with elementary-aged children, families with high-school-aged children, families with preschool children.

As you can imagine, the customer segment(s) you choose will have a great impact on the type of school you operate. Clearly, families with high schoolers would respond to different marketing promotions than families with preschoolers, for example.

Try to break out your target customers in terms of their demographic and psychographic profiles. With regards to demographics, including a discussion of the ages, genders, locations, and income levels of the potential customers you seek to serve.

Psychographic profiles explain the wants and needs of your target customers. The more you can recognize and define these needs, the better you will do in attracting and retaining your customers.

Competitive Analysis

Your competitive analysis should identify the indirect and direct competitors your business faces and then focus on the latter.

Direct competitors are other schools.

Indirect competitors are other options that customers have to purchase from that aren’t directly competing with your product or service. This includes public schools, virtual schools, and families who do homeschooling. You need to mention such competition as well.

For each such competitor, provide an overview of their business and document their strengths and weaknesses. Unless you once worked at your competitors’ businesses, it will be impossible to know everything about them. But you should be able to find out key things about them such as

  • What types of students do they serve?
  • What type of school are they?
  • What is their pricing (premium, low, etc.)?
  • What are they good at?
  • What are their weaknesses?

With regards to the last two questions, think about your answers from the customers’ perspective. And don’t be afraid to ask your competitors’ customers what they like most and least about them.

The final part of your competitive analysis section is to document your areas of competitive advantage. For example:

  • Will you provide specialized instruction, either in subject or in method?
  • Will you offer courses or services that your competition doesn’t?
  • Will you provide better customer service?
  • Will you offer better pricing?

Think about ways you will outperform your competition and document them in this section of your plan.  

Marketing Plan

Traditionally, a marketing plan includes the four P’s: Product, Price, Place, and Promotion. For a school business plan, your marketing strategy should include the following:

Product : In the product section, you should reiterate the type of school that you documented in your company overview. Then, detail the specific products or services you will be offering. For example, will you provide religious-focused K-8 education, college preparatory courses, or single-subject instruction like driving or fine arts?

Price : Document the prices you will offer and how they compare to your competitors. Essentially in the product and price sub-sections of your plan, you are presenting the courses and/or extracurricular activities you offer and their prices.

Place : Place refers to the site of your school. Document where your company is situated and mention how the site will impact your success. For example, is your school located in a growing neighborhood, in the city center, or will you operate purely online? Discuss how your site might be the ideal location for your customers.

Promotions : The final part of your school marketing plan is where you will document how you will drive potential customers to your location(s). The following are some promotional methods you might consider:

  • Advertise in local papers, radio stations and/or magazines
  • Reach out to websites
  • Distribute flyers
  • Engage in email marketing
  • Advertise on social media platforms
  • Improve the SEO (search engine optimization) on your website for targeted keywords

Operations Plan

While the earlier sections of your business plan explained your goals, your operations plan describes how you will meet them. Your operations plan should have two distinct sections as follows.

Everyday short-term processes include all of the tasks involved in running your school, including answering calls, planning and delivering instruction, applying for grants, fundraising, performing administrative tasks, overseeing instructors, handling discipline, scheduling and monitoring extracurricular activities, etc.

Long-term goals are the milestones you hope to achieve. These could include the dates when you expect to enroll your Xth student, or when you hope to reach $X in revenue. It could also be when you expect to expand your school to a new city.  

Management Team

To demonstrate your school’s potential to succeed, a strong management team is essential. Highlight your key players’ backgrounds, emphasizing those skills and experiences that prove their ability to grow a company.

Ideally, you and/or your team members have direct experience in managing schools. If so, highlight this experience and expertise. But also highlight any experience that you think will help your business succeed.

If your team is lacking, consider assembling an advisory board. An advisory board would include 2 to 8 individuals who would act as mentors to your business. They would help answer questions and provide strategic guidance. If needed, look for advisory board members with experience in running a school or experience with public school administration or who has served on a public school board.  

Financial Plan

Your financial plan should include your 5-year financial statement broken out both monthly or quarterly for the first year and then annually. Your financial statements include your income statement, balance sheet, and cash flow statements.

Income Statement

An income statement is more commonly called a Profit and Loss statement or P&L. It shows your revenue and then subtracts your costs to show whether you turned a profit or not.

In developing your income statement, you need to devise assumptions. For example, will you enroll 100 or 1,000 students per semester, and/or offer extracurricular activities? And will sales grow by 2% or 10% per year? As you can imagine, your choice of assumptions will greatly impact the financial forecasts for your business. As much as possible, conduct research to try to root your assumptions in reality.

Balance Sheets

Balance sheets show your assets and liabilities. While balance sheets can include much information, try to simplify them to the key items you need to know about. For instance, if you spend $50,000 on building out your school, this will not give you immediate profits. Rather it is an asset that will hopefully help you generate profits for years to come. Likewise, if a lender writes you a check for $50,000, you don’t need to pay it back immediately. Rather, that is a liability you will pay back over time.

Cash Flow Statement

Your cash flow statement will help determine how much money you need to start or grow your business, and ensure you never run out of money. What most entrepreneurs and business owners don’t realize is that you can turn a profit but run out of money and go bankrupt.

When creating your Income Statement and Balance Sheets be sure to include several of the key costs needed in starting or growing a school:

  • Cost of equipment and supplies
  • Payroll or salaries paid to staff
  • Business insurance
  • Other start-up expenses (if you’re a new business) like legal expenses, permits, computer software, and equipment

Attach your full financial projections in the appendix of your plan along with any supporting documents that make your plan more compelling. For example, you might include your school location lease or a list of elective courses or extracurricular activities you will offer.  

Writing a business plan for your school is a worthwhile endeavor. If you follow the template above, by the time you are done, you will truly be an expert. You will understand the school industry, your competition, and your customers. You will develop a marketing strategy and will understand what it takes to launch and grow a successful school.

Who is southside academy, southside academy’s history.

Southside Academy started as an idea from a group of school teachers, including Mike Brown. The teachers were university pals who are passionate about teaching and children. They have seen the gaps in education in St. Paul, Minnesota, and wanted to create a school that elevates the academic environment for the children of this area.

Their plans to build a school started in 2015, but it was only until April 2016 that they finally completed all the paperwork and met the legal requirements. Since then, Southside Academy has achieved the following milestones:

Education | Oldest US boarding school, Maryland’s West Nottingham Academy, has plan to emerge from bankruptcy

West Nottingham Academy, the Cecil County boarding school that is the nation’s oldest, has a court-approved plan to emerge from bankruptcy.

The school, founded in 1744, filed for Chapter 11 bankruptcy protection last year , the culmination of years of financial distress that threatened to shutter the campus and led to a sudden change in ownership that alarmed some alumni.

West Nottingham received approval last month for a plan to pay off about $7 million in debts, which will take about five or six years, said Kiran Kulkarni, the Toronto-based businessman who took over the school last year.

“We put together a seven-year business plan,” Kulkarni said. “It’s doable.”

Kulkarni, his brother and an associate took over West Nottingham’s Board of Trustees in February 2023, after years in which revenues and donations had fallen and previous school leaders had sought to sell the school.

It took a particularly hard hit during the COVID pandemic, experiencing a drop in international enrollments due to travel restrictions and the shutting of embassies, which conduct the interviews necessary to receive F-1 student visas. About 40% of the school’s roughly 85 students are from abroad, Kulkarni said.

Filings in U.S. Bankruptcy Court in Baltimore detail the dire straits West Nottingham was in.

“In early 2023, all restricted endowment funds had been drawn down and donations had run completely dry,” according to one filing. “By early February 2023, the Debtor had no funds to feed students, pay salaries, or pay utility bills to warm the dormitories and keep the lights on.”

The Kulkarni family’s charitable foundation, Casa Laxmi, and a related entity provided $854,000 to keep the school open for the remainder of the year, according to the document.

Richer in history than dollars, Cecil County boarding school files for bankruptcy protection to remain open

The school has raised its tuition, tightened its standards for scholarships and streamlined business operations, he said. According to the school’s website, tuition ranges from about $18,000 for day students to $73,000 for international boarding students.

Kulkarni said he hopes to increase enrollment and eventually add lower grades to the school, which currently offers 9th through 12th grades.

With its finances more stable, Kulkarni said the school can focus on “transforming” education. “How do we become unique?” he said. West Nottingham has been integrating artificial intelligence into every facet of the school, for example, as part of an effort to distinguish itself, he said.

“Our integration of AI represents a progressive approach to education that aligns with our mission to nurture intellectually curious and globally minded individuals,” Sandra D. Wirth, the head of the school, said in a statement.

Kulkarni said the approval of the bankruptcy plan will allow the school to address its delinquency in registering as a charity with the Maryland Secretary of State and filing its IRS Form 990 for a tax-exempt organization. The last document filed with the state was for year 2020, and the last with the IRS was for the fiscal year that ended in June 2021.

“The biggest challenge,” he said, “was nothing was up to date in the books.”

Local News | Riverside School Board to consider timeline, process for creating facilities plan

The Riverside School Board will consider a proposed timeline and process for developing a new facilities plan at its Feb. 22 meeting, nearly two years after voters rejected a bond levy for its previous facilities plan.

The proposal was introduced by board President Lori Krenisky at the Jan. 25 board meeting and details an eight-month process for creating a five-year plan, as well as the primary objectives for the plan. A motion to approve the plan has been placed on the Feb. 22 agenda, which is available on the district’s BoardDocs page.

The plan calls for the creation of a committee in its first month, led by Riverside Superintendent Chris Rateno. It would include district administrators, staff, parents, community members and a school board liaison.

The committee would then spend the second and third months reviewing the previous facilities plan, a February 2023 report from owner’s representative NV5 and a late 2023 facility condition assessment from Bialosky . It would also consider stakeholder feedback and determine if the district needs an additional consultant.

Later phases would include community consultation and the development of a five-year plan, which the board would vote on in month eight. The plan would consider the needs of existing buildings, along with ways to create more space and “unique learning spaces.”

“This timeline is designed to facilitate a collaborative and informed decision-making process, ensuring that the finalized plan reflects the input of key stakeholders and addresses the critical needs of our educational facilities,” the plan stated.

Krenisky said that she considered how the district could “get out of the starting gate” with its facilities planning.

“We seem to keep going in circles, and I’ve done some consultation with people I know that run projects, some people that are in construction, different things like that,” she said.

“We’ve got all this information, it is really great, and we need to bring in a diverse group of stakeholders to kind of really look at where our facilities are, what the tenor is and what the community needs,” Rateno added. “Our schools are the hub of the community and we need to answer to them.”

Krenisky added that the plan was designed to address the district’s longer-term facilities needs. “Day-to-day items” would be handled by the board’s buildings and grounds committee and its maintenance staff.

One project that was mentioned as a possible focus for the buildings and grounds committee involved the high school restrooms, which Rateno said have been the subject of community concern.

Board member Scott Fishel recommended hiring an owner’s representative, while board member Belinda Grassi recommended that the board’s finance committee consider bond financing options.

The district’s previous facilities plan was approved in 2016. It used a bond levy approved later that year to fund the construction of Parkside and Riverview elementary schools, while it closed Hadden, Hale Road, Leroy and Madison Avenue elementary schools.

The bond levy to support the second phase was rejected in the May 2022 election . The second phase would have involved the construction of a grades 6-12 campus to replace Riverside Campus and LaMuth Middle School. The project’s third phase would have turned LaMuth’s former building into an elementary school and closed one or both of Buckeye and Melridge elementary schools.

The Feb. 22 board meeting is scheduled to begin at 6 p.m. It will take place at the Riverside Campus Lecture Hall, 585 Riverside Drive, Painesville Township.

Over 1,600 trainee doctors in South Korea walked off their jobs on Tuesday over a government plan to increase med school enrolment quotas, according to media reports.

Separately, over 6,400 trainee doctors — including those on strike — across 100 hospitals have tendered their resignation as of Monday, according to South Korea's Yonhap news agency. They comprise nearly half of all 13,000 trainee doctors in South Korea.

The crisis has stoked fears of huge disruptions to the country's already strained healthcare system.

There are 2.6 doctors to 1,000 people in South Korea — well below the average of 3.7 to 1,000 people for countries in the Organisation for Economic Co-operation and Development.

The South Korean government plans to raise the medical school quota from 3,000 to 5,000 a year to ease the manpower crunch, particularly in rural areas and some specialties like emergency medicine, per Yonhap.

The public supports the move, according to a Gallup poll conducted in February.

However, doctors say the issue isn't a labor shortage but a manpower crunch in some specialties and locations due to low wages and poor working conditions.

Trainee doctors in South Korea regularly work shifts that stretch over 24 hours, according to a survey from a major medical trade union. Many also worked over 80 hours a week.

Doctors also say an increase in medical school enrolment could compromise the quality of education and services, per Yonhap.

Meanwhile, critics said the doctors are protecting their interests as increased professional competition could impact their salaries and social status.

Authorities are calling on doctors to return to work.

"We are deeply disappointed in the situation where trainee doctors are refusing to work," said Park Min-soo, South Korea's second vice health minister on Tuesday, per Yonhap. "We earnestly ask the doctors to withdraw their decision to resign en masse and walk off their jobs."

It's not the first time doctors in South Korea have walked off the jobs against a planned expansion of enrolment in the country's medical school quota.

In 2020, young physicians participated in a strike to protest the move, per the Associated Press . The South Korean government bowed to the pressure and shelved the plan.

These borrowers are likely to be eligible for Biden's new student loan forgiveness plan

  • The Biden administration has been working on a new student loan aid package that could come as soon as this year.

While Biden first attempted to cancel student debt through an executive order, he has now turned to the rulemaking process.

Since the Biden administration's first student loan forgiveness plan was rejected at the Supreme Court , it has been working on creating a new, legally viable relief package.

That debt cancellation could come as soon as this year . The alternative plan, which has become known as  Biden's "Plan B ," could forgive the student debt for as many as 10 million people, according to  one estimate .

The U.S. Department of Education and the negotiators tasked with determining who will be eligible for the president's revised aid have identified five groups of borrowers.

1. Those who owe more than they borrowed

Borrowers with outstanding federal student loan balances that exceed what they originally borrowed may be among those who qualify for the cancellation.

A person's student debt can balloon for a number of reasons, said Nadine Chabrier , a senior policy and litigation counsel at the Center for Responsible Lending.

"Unfortunately, it is very common," Chabrier said.

Student loan servicers, the companies the Education Department contract with to service its debt, have a record of steering consumers into forbearances and deferments, she said. These options for  struggling borrowers  can keep loans on hold for many years, but interest often continues to accrue. 

Scott Buchanan, executive director of the Student Loan Servicing Alliance, a trade group for federal student loan servicers, denied that the companies benefit by veering from the government's orders.

"We are incentivized to meet the requirements that the government sets, which includes giving borrowers the benefits that the law provides," Buchanan said. "We are audited, and get business or lose it based on meeting those standards."

Advocates have also said the interest rates on federal student loans are too high, especially for borrowers from the 1980s , who have rates exceeding 8%. Current fixed rates today can be nearly as high .

2. Borrowers in repayment for 20 years or more

Those who have been carrying their student debt for decades may also benefit.

With many of the Education Department's repayment plans requiring 20 years or more of payments, such stories are common. Millions of Americans older than 60 are still paying off their student loans , research finds.

"There is both financial harm and psychological harm of being in debt for decades, especially when it feels like there is no hope that it will ever be repaid," said Persis Yu , deputy executive director at the Student Borrower Protection Center.

3. Attendees of schools of questionable quality

In its revised relief package, the Biden administration notes it is looking to include student loan borrowers who attended career-training programs "that created unreasonable debt loads or provided insufficient earnings for graduates," as well as borrowers who attended institutions with high student loan default rates.

4. People eligible for forgiveness who haven't applied

The Education Department already has several programs that lead to student loan forgiveness, and as part of its new aid package, it is looking to identify those who may be eligible but just haven't applied.

For example, the Public Service Loan Forgiveness program, signed into law by then-President George W. Bush in 2007, allows certain not-for-profit and government employees to have their federal student loans canceled after 10 years of on-time payments. In 2013, the Consumer Financial Protection Bureau estimated that one-quarter of American workers  may be eligible .

However, the technical and often confusing requirements of the plan have acted as a barrier, experts say.

Student loan servicers also earn a fee per borrower per month, which advocates say discourages transparency around loan forgiveness opportunities.

"Instead of providing borrowers with access to the affordable pathway out of debt, decades of mismanagement and abuse have left these borrowers trapped in debt like hamsters on a hamster wheel with no way out," Yu said.

5. Borrowers experiencing financial hardship

The Biden administration has also said it wants to forgive the debt of those experiencing financial hardship.

So far, it has proposed a set of factors that could identify struggling borrowers, such as those with student loan balances and required payments that are unreasonable relative to their household income, and people with high child care and health-care expenses.

13. Startup Expenditure (Budget)

In setting up a private school business, the amount or cost will depend on the approach and scale you want to undertake.

If you intend to go big by acquiring a large facility, then you would need a higher amount of capital as you would need to ensure that your employees are taken care of, and that your private school’s environment is conducive enough for the students to learn.

Going by the market survey and feasibility studies conducted, we came to the conclusion that we will need an average of $750,000 to start a small scale but standard private school in the United States of America.

Generating Funding / Startup Capital for Rolland Gyros International Private School

Rolland Gyros International Private School is a family business that will be owned and managed by Dr. (Mrs.) Irene Rolland Gyros and her immediate family.

They are the sole financial of the private school which is why they decided to restrict the sourcing of the start – up capital for the private school to just three major sources. These are the areas we intend generating our start – up capital;

  • Generate part of the start – up capital from personal savings and sale of his stocks
  • Generate part of the start – up capital from friends and other extended family members
  • Generate a larger chunk of the startup capital from the bank (loan facility).

N.B: We have been able to generate about $250,000 (Personal savings $200,000 and soft loan from family members $50,000 ) and we are at the final stages of obtaining a loan facility of $500,000 from our bank. All the papers and document has been duly signed and submitted, the loan has been approved and any moment from now our account will be credited.

14. Sustainability and Expansion Strategy

It is a known fact that the future of any business lies in the numbers of loyal customers that they have, the capacity and competence of the employees, their investment strategy and of course the business structure. If all of these factors are missing from a business (company), then it won’t be too long before the business close shop.

One of our major goals of starting Rolland Gyros International Private School is to build a business that will survive off its own cash flow without the need for injecting finance from external sources once the business is officially running.

JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu has presented his first official "day after" plan for the Gaza Strip once the war ends, saying Israel will keep security control over Palestinian areas and make reconstruction dependent on demilitarisation.

The plan, which brings together a range of well-established Israeli positions, underlines Netanyahu's resistance to the creation of a Palestinian state which he sees as a security threat, without explicitly ruling one out at some future stage.

It was swiftly dismissed by Palestinian officials as doomed to failure.

The document, distributed to security cabinet members as a discussion paper rather than a set programme, proposes Israel would maintain security control over all land west of Jordan, including the occupied West Bank and Gaza - territories where the Palestinians hope to establish an independent state.

The plan comes amid intensifying international calls to end the fighting that has destroyed large swathes of Gaza and to revive efforts to establish a Palestinian state alongside Israel.

U.S. President Joe Biden, Israel's main ally, has said that only a two-state solution has a chance of bringing long-term peace and has been engaged in intense diplomatic efforts to build support among regional and other states.

Hours after it was revealed, U.S. Secretary of State Antony Blinken said Israel's expansion of settlements in the occupied West Bank was inconsistent with international law, signalling a return to long-standing U.S. policy on the issue, which had been reversed by the previous administration of Donald Trump.

In the long-term goals listed, Netanyahu rejects the "unilateral recognition" of a Palestinian state. He says a settlement with the Palestinians will only be achieved through direct negotiations between the two sides - without naming who the Palestinian party would be.

In Gaza, it proposes replacing Hamas administrative control with local representatives "who are not affiliated with terrorist countries or groups and are not financially supported by them", setting demilitarisation and deradicalisation as goals to be achieved in the medium term.

"The prime minister's document of principles reflects broad public consensus over the goals of the war and for replacing Hamas rule in Gaza with a civilian alternative," a statement by the Prime Minister's office said.

The plan does not elaborate on when that intermediary stage would begin or how long it would last. But it conditions the rehabilitation of the Gaza Strip, much of which has been laid to waste by Israel's offensive, on its complete demilitarisation.

On Friday, as the plans became public, efforts to achieve a pause in the fighting to allow the return of some of the 134 hostages held by Hamas continued ahead of the Muslim holy month of Ramadan which begins in March.

Israeli ministers have said that unless a deal is reached, Israel will launch its long-awaited operation against the southern Gaza city of Rafah, where more than a million Palestinians have sought shelter under increasing dire humanitarian conditions.

'INDEPENDENT PALESTINIAN STATE'

Zaha Hassan, a human rights attorney and fellow at the Carnegie Endowment for International Peace, said if implemented, the Netanyahu plan would leave Palestinians in Gaza in a state of complete dependency, with no hope of achieving their national aspirations.

"This is obviously not the plan the Biden administration has been discussing with Arab governments," she said.

The spokesman for Palestinian President Mahmoud Abbas, Nabil Abu Rudeineh, said Netanyahu's proposal was doomed to fail, as were any Israeli plans to change the geographic and demographic realities in Gaza.

"If the world is genuinely interested in having security and stability in the region, it must end Israel's occupation of Palestinian land and recognise an independent Palestinian state with Jerusalem as its capital," he said.

To secure control of Gaza, Netanyahu proposes Israel have a presence on the Gaza-Egypt border in the south of the enclave and cooperates with Egypt and the United States in that area to prevent smuggling attempts, including at the Rafah crossing.

The plan calls for shutting down the U.N. Palestinian refugees agency UNRWA, which Israel has repeatedly accused of providing cover to Hamas, and replacing it with other international aid groups.

The war was triggered by a Hamas-led attack on southern Israel on Oct. 7 in which 1,200 people were killed and 253 taken hostage, according to Israeli counts.

Vowing to destroy Hamas, Israel has responded with an air and ground assault on blockaded Gaza that has killed more than 29,400 people, according to Palestinian health authorities. The offensive has displaced most of the territory's population and caused widespread hunger and disease.

Little progress has been made on achieving Palestinian statehood since the signing of the Oslo Accords in the early 1990s. Among the obstacles impeding it are expanding Israeli settlements in territories Israel captured in the 1967 Middle East war.

Most countries regard the settlements, which in many areas cut Palestinian communities off from each other, as a violation of international law. Israel claims a biblical birthright to the land and on Thursday said it would approve more than 3,000 new housing units in settlements.
