CSAT (Civil Services Aptitude Test) - UPSC Prelims Paper 2 Syllabus & Strategy

Latest Update about CSAT Exam 2024

CSAT 2024 is scheduled on 26th May 2024. The previous edition of the IAS prelims exam was held on 28th May 2023 and candidates can download the UPSC prelims paper 2 PDF given below for their reference:

  • CSAT stands for Civil Services Aptitude Test. It is a part of the UPSC Prelims (Civil Services Exam – Preliminary). However, the Union Public Service Commission (UPSC) refers to the exam as General Studies (GS) Paper – II.
  • Hence, in the context of UPSC Prelims, GS Paper II refers to the CSAT while in context of UPSC Mains, GS Paper II is the Polity (etc.) paper.
  • Candidates are advised to understand the complete UPSC CSE Syllabus and the syllabus of CSAT in UPSC Prelims to avoid confusion.

What is Prelims exam in IAS?

The IAS Prelims/UPSC Prelims exam is the first stage of the Union Public Service Commission Civil Services Examination ( CSE ).

The official notification for UPSC 2024 will been released on 14th February 2024 and it has the detailed and updated CSAT syllabus. candidates can have a look at the IAS prelims GS paper 1 and 2 syllabi discussed below, as per the UPSC notification of 2024.

UPSC Prelims Syllabus IAS Exam 2023

The UPSC CSE comprises three stages:

  • Preliminary Exam – 2 objective type papers
  • UPSC Mains – 9 theory papers
  • IAS Interview

The two papers in the UPSC Prelims are:

  • General Studies Paper – I
  • General Studies Paper-II or CSAT

CSAT Exam Pattern:

CSAT or Civil Services Aptitude Test was introduced in 2011 to test candidates’ analytical skills. It is the second paper in the UPSC Prelims. Officially, it is known as General Studies Paper-II.

The CSAT exam pattern for UPSC:

  • Number of questions: 80 Objective-Type (MCQ) questions
  • Negative Marking: Yes (1/3rd of the maximum marks for the question)
  • Time: 2 hours
  • Type of Exam: Offline exam
  • Date of CSAT exam:  10th October 2021
  • Language of CSAT exam paper: English/Hindi
  • Maximum Marks: 200
  • CSAT qualifying marks: 66 marks (33% qualifying criteria)

CSAT Syllabus – GS Paper II – UPSC Prelims 2023

The CSAT (Civil Services Aptitude Test) syllabus for UPSC 2024 shall comprise the following broad categories:

  • Comprehension
  • Interpersonal skills including communication skills
  • Logical reasoning and analytical ability
  • Decision-making and problem-solving
  • General mental ability
  • Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency, etc. – Class X level)

Best books for CSAT (GS Paper II):

The books recommended by IAS toppers for acing the UPSC Prelims – CSAT (GS Paper II) are given below:

  • CSAT Paper – 2 Manual by TMH
  • Analytical Reasoning – M. K. Pandey
  • Verbal & Non-Verbal Reasoning – R. S. Aggarwal

However, since the CSAT exam in UPSC CSE was made qualifying in 2015, candidates need to score only 33% to qualify for Mains, provided they score above the cut off in UPSC Prelims – GS Paper I. Aspirants can practice CSAT Questions while visiting the linked article.

The qualifying nature and the level X standard questions in CSAT mean that serious candidates do not need to memorise or go through multiple books.

First, all candidates should try to solve UPSC previous year question papers for CSAT and then decide on a preparation strategy.

CSAT marking scheme:

  • The CSAT paper consists of 80 questions which the candidate has to finish in the allotted time of 2 hours only.
  • Each question carries 2.5 marks in the CSAT paper making the total to 200 marks.
  • Candidates must remember that there is negative marking in the CSAT paper.
  • For every incorrect answer, the candidate is penalised 1/3rd of the total marks allotted to that question, i.e., 0.83 marks will be cut.
  • If a question is not attempted, i.e., the candidate leaves it blank on the OMR sheet, no marks will be cut for that question.

CSAT strategy for IAS Prelims 2024:

  • Candidates should not ignore the CSAT paper thinking it is only a qualifying paper.
  • If candidates feel that their general English comprehension and basic math skills are not up to the mark, they should spend a decent amount of time on the CSAT paper.
  • This holds true especially for aspirants from the humanities and arts background who have not been in touch with such subjects ever since their school days.
  • For those candidates who are at ease with the type of questions asked in the CSAT paper, practising the adequate number of UPSC previous years’ question papers for CSAT will do.
  • But if candidates do not practice the CSAT question papers, it would be very difficult to complete the 80 questions in the prescribed time limit of two hours.
  • Remember, candidates should score at least 66 marks. If they do not qualify, even very high marks in the GS paper I will not help them clear the IAS prelims stage.

CSAT in UPSC Prelims: a brief timeline

  • Prior to 2011, the pattern of the UPSC Prelims was as per the Kothari Committee recommendations in 1979.
  • GS – 150 marks
  • Paper II – on one of 23 optional subjects – 300 marks
  • In 2010-2011, the UPSC revamped the Preliminary stage of the Civil Services Exam. There are still two papers. However, both papers are now worth 200 marks.
  • The GS Paper II in UPSC Prelims became a test to gauge IAS aspirants’ analytical abilities. Commonly, the GS Paper II is referred to as the CSAT ( Civil Services Aptitude Test).
  • Upon its introduction, the CSAT paper was counted similar to GS Paper I in UPSC Prelims.
  • However, there was widespread controversy as candidates, primarily from rural backgrounds, alleged that the CSAT paper is unfairly hampering their chance of qualifying the UPSC exam.
  • Hence, in August 2014, the Central Govt announced that the marks in CSAT will not be counted and it became only a qualifying paper (33% qualifying criteria) from 2015 onwards. The 2011 candidates were also given a second chance.
  • Since 2015, the pattern of CSAT in UPSC Prelims has remained the same.

UPSC Prelims Paper 2 (CSAT) Practice Questions:

Importance of CSAT:

  • The total marks of both UPSC Prelims Paper-1 (General Studies Paper) and Paper-2 (CSAT paper) were considered for arriving at the final order of merit (IAS prelims ranking) of the candidate to qualify for the UPSC mains examination.
  • However, there was a protest about including the CSAT in the ranking order by a section of the aspirant-community and the UPSC made a slight change in the pattern in response to this protest. In 2015, the CSAT was made a qualifying paper.
  • Under the present UPSC scheme of examination, candidates have to score a minimum of 33% i.e. 66 marks out of the 200 allotted for the CSAT paper in order to clear the Civil Services Preliminary Examination.
  • Only those candidates who manage to get a score of 66 or more in GS Paper-2 and also surpass the UPSC-prescribed cut off marks in GS Paper-1 are allowed to appear for the civil services mains examination.

Most aspirants consider CSAT as a subset of UPSC prelims, ie. they treat CSAT as a synonym to the General Studies Paper 2 of the UPSC Civil Services Preliminary Exam.

IAS, IPS, or IFS: How to succeed faster?

No. It's not by reading books!

A few aspirants equate CSAT with the entire Preliminary Exam stage of UPSC CSE (ie. General Studies Paper 1 + General Studies Paper 2).

What do we mean by CSAT?

In this article, we use the term ‘CSAT’ equating it with the General Studies Paper 2 of the UPSC Civil Services Preliminary Exam.

Why and When was CSAT introduced by UPSC?

CSAT was introduced in the year 2011 as a part of the Civil Services Exam (Preliminary) Examination in order to test the analytical skills, reasoning ability and aptitude of a candidate.

The CSAT Controversy and Changes in the UPSC Marking System (2015)

Change in UPSC Focus

From 2011-2014, the total marks of both GS Paper-1 (General Studies Paper) and GS Paper-2 (CSAT paper) were considered for calculating the UPSC CSE prelims ranking (to qualify for the mains examination).

However, there was a protest about including the CSAT for calculating the prelims ranks by a section of aspirants. The Centre asked UPSC to make a change in the pattern in response to this protest.

In 2015, the CSAT was made a qualifying paper.

The Present UPSC Scheme of Examination

Only the marks of GS Paper 1 will be counted for calculating the Prelims ranking.

However, candidates have to score a minimum of 33% i.e. 66 marks out of the 200 allotted for the GS Paper 2 paper (CSAT paper) in order to clear the Civil Services Preliminary Examination.

UPSC CSE Preliminary Exam General Studies paper 2 is no longer a tough challenge, but be cautious!

As GS Paper-2 has turned into a qualifying paper with just 33 percent marks needed, we don’t think that paper can pose many difficulties to any serious student. But UPSC can always bring surprises, and it’s always safe to prepare both papers well .

How strong are you in GS Paper 1 and GS Paper 2?

A quick strength-weakness analysis of candidates regarding UPSC CSE Prelims will give an overview about 4 types of candidates. Identify which type of candidate are you. The approach for you depends on your type.

Civil Services - Strength Weakness Analysis

Case 1: Strong in Paper 1 and Weak in Paper 2

Are you strong in GS Paper 1 which includes subjects like History, Polity etc., while weak in GS Paper 2 with subjects like Comprehension, Reasoning, Maths etc?

We find this section of aspirants as a minority, as Paper 1 is very vast when compared to Paper 2.

The stage where one can say that he is comfortable in general studies comes only after long-term preparation.

If you belong to this class of aspirants, as per the latest pattern there is not much to worry about. If you can become strong in Paper 1, you can easily become strong in Paper 2 as well. After, you just need to ensure 33% marks in Paper 2.

How can you get that?

  • Practice ClearIAS GS Paper 2 Online Mock Exam Series .
  • Practice UPSC Prelims Previous Year General Studies Paper 2 Re-Take Exams .

Devote time for GS Paper 2 (CSAT) so that you ensure 33% marks on the paper.

Build your Paper 2 skills – particularly on fast reading and comprehension. Concentrate on the Reasoning section and practice CSAT papers on a daily basis in order to clear the first stage of the exam cycle.

Case 2: Strong in Paper 2 and Weak in Paper 1

Being strong in Paper 2 will surely give you positive energy, but aim for 130+ marks in Prelims Paper 1. Only marks secured in Paper 1 will be counted for Prelims ranking.

If paper 1 is neglected, it can turn out disastrous for mains as well, even if the candidate clears prelims.

At any cost, you should score in the range of 120-130 by the time you near prelims.

How can you get that? We have two recommendations.

  • Enroll in UPSC Prelims Previous Year GS Paper 1 Re-Take Exams

You need to start building the basics. The fundamental concepts of polity, geography, economics etc from basic books like NCERT and other study materials should be fixed in your mind during the six months of preparation before the prelims.

Start taking mock exams early. Spend more time on the ‘Learning Zone’ part in ClearIAS mock exams . Find your mistakes, fill the gaps, and move forward balancing both papers.

Case 3: Weak in Paper 1 and Paper 2

A majority of the UPSC test takers fall into this group.

Don’t worry!

You took the first right step by realizing your position.

The next big step is to climb from Case 3 and jump into either Case 1 or Case 2, as being in Case 3 will not give you any chance for clearing the prelims.

We advise you to opt for the below online packages:

  • Enroll in ClearIAS GS Paper 2 Online Mock Exam Series .
  • Enroll in UPSC Prelims Previous Year General Studies Paper 2 Re-Take Exams

Start taking mock exams early and  revise the ‘Learning Zone’ part in ClearIAS mock exams  multiple times.

To climb to Case 1 or Case 2, you need to fix either Paper 1 or Paper 2 as your favourite and need to work hard on it to take that paper into a level where you are comfortable scoring 100+marks /200.

Then take the next paper and do the same so that by the end of March, ie. two months before the actual exam, you will be able to shift towards Case 4.

Case 4: Strong in Paper 1 and Paper 2

This is the ideal case for a candidate.

However, very few candidates fall into this group during the beginning months of preparation.

Whatever strategy you adopt, plan and work hard to get into this category at least 2 months before the actual prelims exam.

If you are strong in both papers, revise the fundamentals, re-look the areas where you commit mistakes and rectify them. Find areas where you lack sufficient knowledge and fill those gaps.

Being strong in paper 1 and paper 2 is a comfortable position. We would say if you are scoring 65-70% marks for each paper consistently in ClearIAS mocks tests and self-evaluation of previous year’s question papers, you will be surely through to the next stage, i.e. Mains Exam.
