ONSA, School and Room Assignments: August 2023 Civil Service Exam (CSE)

MANILA, Philippines – The Civil Service Commission (CSC) releases the School and Room Assignments for the August 2023 Civil Service Exam – Pen and Paper Test (CSE-PPT) a few weeks before the exams.

The Online Notice of School Assignments (ONSA) for Professional and Subprofessional Levels eligibility exams is available on the CSC’s official regional pages as well as the official website.

How to use ONSA?

Checking the room assignments through CSC’s Online Notice of School Assignments is fairly easy. Here are the steps.

  • Go to the ONSA page from CSC .
  • Enter the Last Name, First Name, Ext. Name (if any), MIddle Initial and Date of Birth.
  • Select the date of examination (August 20, 2023).
  • Select the type of examination (Professional or Subprofessional).
  • Accept the CSC Privacy Policy.
  • Press the Submit Button.
  • If problems persist, contact the Regional office for assistance.

2023 Civil Service Exam Schedule

CSE-PPT aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service.

This is with exception to those involving the practice of profession and/or covered by special laws, provided the eligibles meet the qualifications and other requirements of the positions.

Additionally, passers of Bar and Board exams may opt not to take the Civil Service Exam as they are already considered exempted pursuant to Republic Act 1080.

Should the examinee can’t access the room assignment, he/she can directly verify with the concerned CSC Regional or Field Office.

Examinees shall bring the following requirements on examination proper. Valid Identification Card – preferably same ID presented during filing of exams; if no valid ID, bring original PSA-issued birth certificate; Notice of School Assignment generated thru ONSA, Application Receipt (if applicable); black ball-pen, water or non-alcoholic beverage placed in a transparent container.

In preparation for the upcoming exam, examinees can visit the assigned school/testing venue before the examination day to be familiar with the location.

On the exam proper, CSC reminds examinees to report earlier at the testing venue. Testing centers will be open starting at 6:00 A.M.

Additional Reminders

Examinees must take note of the succeeding additional reminders from CSC.

  • Gates of testing venues will close at 7:30 A.M. Latecomers will not be admitted.
  • Cellular phones or similar gadgets, calculators, wristwatches, books, and other forms of printed materials are not allowed inside the examination premises.
  • Examinees shall adhere to the attire set by the Civil Service Commission. Proper attire shall be worn on the day of exams.
  • Similarly, wearing slippers, short pants, a sleeveless shirt and blouse, or similar clothes are not allowed.

Here’s a step-by-step guide to generating and checking your room assignment for the civil service exams:

  • Head over to the official website of the CSC [ http://csc.gov.ph /] to generate the Online Notice of School Assignment (ONSA) or this link: http://enosa.csc.gov.ph/eNOSAv3 /
  • If the link is offline, then this mostly likely means there are no upcoming schedules yet. Check from time to time until the link becomes online. The link is usually available about 2 weeks before your scheduled exam.
  • Read the instructions carefully and properly fill out the form with your personal details.
  • When you reach the part that requires you to put your middle initial, online put the letter in. Make sure you don’t put periods in this portion. For example, you only need S for Santos and DJ for De Jesus.
  • In the blank for birthday , put in your birthdate in the following format: MM/DD/YYYY.
  • Check the form to ensure the data you typed in are correct, including the test you need to take.
  • Click the button to generate your room assignment.
  • Print out the ONSA and bring this on your exam date.
  • Should there be problems in the generation of your ONSA, make sure to verify your room assignment and schedule at the nearest CSC Regional/Field Office concerned at least 1 week before the exam date.

If you are taking the Civil Service Exam (CSE), one of the things you need to know is your school and room assignment. This information is required as you have your schedule for the test. Please follow the guidelines below which explains the steps on how you can check your room and school via Online Notice of School Assignment (ONSA) by the Civil Service Commission team.

As finding jobs in the Philippines, becomes more difficult, having more in terms of career options is a definite advantage. But, career options are not always readily available, especially for people whose educational background isn’t as impressive as having a Master’s or a Doctor’s degree. Luckily, the Philippine government has created yet another opportunity for almost everyone to have more options in the form of the Civil Service Exam.

So, what is the Civil Service Exam?

The Civil Service Exam is an eligibility test created by the Civil Service Commission. It isn’t as prestigious as the PRC Licensure Exam , the Bar Exam, or the Medical Board Exam, but it is something worth putting in your resume as it gives the candidate the qualifications to express their interest to serve the government.

The Civil Service Exam comes in two different forms: The one for professionals and the other one is for sub-professionals. Each comes with its own set of requirements and criteria and passing it offers a totally different eligibility. The exam is also available for taking in two different ways, either through the Paper and Pencil Test (PPT) or thr Computer Assisted Test (CAT).

In terms of scope, this eligibility exam covers the following subject matters:

  • English and Filipino vocabulary

  • Organizing paragraphs
  • Reading comprehension
  • Logic and analogy
  • Numerical reasoning
  • Clerical reasoning, functions, and procedures

Why should you take the Civil Service Exam?

Passing the Civil Service Exam is your ticket to more job opportunities, especially if you haven’t completed your Bachelor’s, Master’s, or even Doctor’s degree. It opens more doors will open for you career-wise, especially if you are interested in working for the government.

Once you pass the Civil Service Exams, it automatically makes you eligible to work in government agencies like GSIS, SSS, BIR, DSWD and DPWH. That said, being a civil service eligible person allows you to see how and branch out into different career paths. For some people, it opens the doors to heroic and noble jobs like working in the PNP, AFP, and Bureau of Fire Protection (BFP). For some otbers, it grants them the bragging rights for passing a tough exam that requires at least 80% to pass.

Though it does allow the option for more career opportunities, taking the Civil Service Exam is not a walk in the park. In fact, the exam itself is hard, with only 10% average passing rate in the country. Nevertheless, passing the exam also means that you msy be able to work for the government, which isn’t exactly bad at all. In fact, it may even be better in the long run because of the incredibly attractive benefits and compensation package.

Taking the Civil Service Exam

Once you decide to take the Civil Service Exam, there are a few things that you need to prepare and be mindful of.

To make it easier for you, we rounded up the list of requirements and everything else that you’ll ever need, up until the day you take the exam, in one complete guide to taking the Civil Service Exam.

Qualification

Before you can take the Civil Service Exam, here are some things that you need to satisfy first:

  • All applicants must be Filipino citizens;
  • at least 18 years old on the date of filing of application;
  • Has good moral character;
  • Have not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
  • Have not been dishonorably discharged from military service or dismissed for cause from any civilian position in the government; and
  • Have not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination.

Note that pregnant women are allowed to take the CSE-PPT, but only if the applications were from those who are, at most, 6 months on the way on the day of the exam due. This is to reduce the risk that the strenuous pre-exam to post-exam activities may have for pregnant women.

Documentary Requirements

For applicants looking to take the Civil Service Exam, some documentary requirements will need to be prepared. To apply for the exam, the applicants must submit:

  • A fully accomplished application form (CS Form No. 100), which may be downloaded from the CSC website at www.csc.gov.ph, and printed on legal size bond paper;
  • Four (4) identical passport size ID pictures with name tag; and
  • Original and photocopy of any of the accepted ID cards , preferably valid or not expired on the date of filing of application.
  • an examination fee of PHP500.

Some things to remember:

  • Applicants without date of birth in their ID cards must present an original and photocopy of their birth certificate issued by the Philippine Statistics Authority or the Local Civil Registry .
  • For applicants holding dual citizenship as well as those recognized as citizens of the Philippines under Sec 1, Article IV of the 1987 Philippine Constitution, must present an original and photocopy of their Identification Certificate issued by the Bureau of Immigration.

Applicants must submit the requirements at the CSC RO, or any of its FOs with jurisdiction over the testing center where they wish to take the exam.

New CSC rules for taking the exam in 2021

In view of the restrictions this 2021, the CSC has introduced the following changes in the conduct of the CSE-PPT:

  • Only 50% occupancy per testing room is allowed to ensure adequate space for physical distancing.
  • Examinees with special needs (e.g., pregnant women, persons with disability, elderly), along with examinees with comorbidities are assigned in separate room/s.
  • Examinees are required to pre-accomplish a Health Declaration Form (to be posted on the CSC website for downloading and printing) the day before the exam. The form will include a temperature reading which will be written only upon going through thermal scanning at the school/testing venue main entrance on exam day.

Note that those examinees who did not pre-accomplished the Health Declaration Form shall be required to accomplish the form at the designated area near the entrance.

  • Examinees are also required to register an account with StaySafe.PH, a contract tracing app. They are strongly encouraged to update their StaySafe.PH health status every day, within 14 days before and 14 days after the exam date.
  • The Orientation/Briefing prior to the test proper has been removed. Instead, the CSC will release an “Examinee’s Guide” approximately 1 to 2 weeks before exam day. This guide will contain comprehensive information on the conduct of the examination, including guidelines and procedures to be observed before exam day, on exam day, and after exam day, as well as all the health and safety protocols to be observed. It shall be the responsibility of each and every examinee to access and be able to understand thoroughly the Examinee’s Guide.
  • Examinees are required to wear face masks and face shields and practice physical distancing at all times during physical filing of application and on the day of exam.
  • Examinees must bring the Health Declaration Form on the exam day, along with no more than 100 mL of alcohol/hand sanitizer. These are required along with the standard exam requirements like valid ID card, birth certificate (for those without date of birth on their ID card), and black ballpen/s.
  • Examinees are also still allowed to bring water or beverage, provided that they are in a transparent container, along with candies or biscuits.
  • A Health Monitoring Team will be present on the day of the exam to monitor the observance of health and safety protocols. The team is on charge of handling any case of examinees or examiners who would manifest any COVID-19 symptoms on the day of exam.

How to Know your Online School and Room Assignment (ONSA) for the Civil Service Commission (CSC) Exam

Once the application is filed, examinees will need to check the Online School and Room Assignment (ONSA) page on the Civil Service Commission’s official website for information on the school assignments, as well as the assigned room for the exams.

In this guide, we’ve listed a detailed procedure below on how you can find your room and school assignments through the ONSA. To do this, the applicant must:

1. Go to the Civil Service Commission’s official website.

2. Then, click the ONSA option on the right side of the screen.

3. Once you reach the page and the link appears to be offline, then it only means that there are no upcoming schedules available yet.

Note that you will have to keep revisiting the site from time to time to check if the latest schedules have been posted. Take note that the link for the soonest scheduled exam will be available at least 2 weeks before the exam.

  • If schedules are available, the applicant must read the directions carefully before filling out the form with their personal information.
  • In the section where you have to put your middle initial, make sure to type it in with no periods.
  • Then, fill out space with your birthday in the format MM/DD/YYYY.
  • Once done, review the form to ensure that the details are accurate, including the exam type.
  • Then, Press the button to create your room.
  • Once done, the applicant will need to print the ONSA and carry it on the examination day.

CSC Regional Field Office Inquiries

For any concerns regarding the creation of the ONSA account, it is advisable to check your room assignment and schedule at the nearest CSC Regional/Field Office at least one week before the selected Civil Service examination day.

Note that the applicants for the Civil Service Exam are allowed to request for transfer of testing center, but it jas to be done no later than five (5) working days after the deadline of filing of application.

To request for transfer of testing center, the applicant must submit a written request to the CSC RO/FO where the application was filed, along with the reason for the transfer of testing center, along with supporting evidence and a copy of the Application Receipt.

General Instruction to Examinees

A. reminders.

  • Wear proper attire on the examination day (Sleeveless shirt/blouse, short pants, or slippers are not allowed).
  • Examinees should be at their assigned school/testing venue early on the examination day, Testing venues shall be open at 6:00 a.m.

NOTE: Gate of testing venues shall be closed at 7:30 a.m.  Examinees who will arrive later than 7:30 a.m shall NOT be admitted in the testing venue.

Bring the following items on the examination day:

a. I.D. Card, presented during the filing of application even if already expired. Otherwise, bring any of the following I.D. cards, which must be valid (i.e. not expired): Driver’s license; Passport; GSIS ID; BIR ID(ATM type/TIN card type with picture); Voter’s ID; Postal ID; current Company/ Office ID; current School ID (validated for the current school year/ semester/ trimester); PhilHealth ID (must contain the bearer’s name, clear picture, signature and PhilHealth number); PRC ID; Police Clearance/ Police Clearance Certificate; NBI Clearance.

b. Original PSA (formerly NSO) Birth Certificate (if ID card has no date of birth);

c. Application Receipt, with corresponding Office Receipt (if available)

d. Notice of Assignment generated thru the ONSA (as applicable)

e. Black ballpen/s only; and

f. Clear bottled water, or preferred beverage (except alcoholic beverage) place in the clear/ transparent container, and/or candies/biscuits, if any, which shall be subject to inspection by the Room Examiner/ Proctor.

B. Preliminary Activities/ Documentation

  • Before occupying their designated sears, examinees shall put all their personal belongings in front of the room. Baseball caps, sunglasses, jackets/sweat shirts (except in cool places, or as need), Examinees should also empty all their pockets of any pieces of paper and all other materials/items. Examinees wearing long sleeves should roll the same up to elbow level.
  • For the preliminaries, the only items that the examinees should bring with them in their seats are: 1) Black ballpens/s only; 2) Two extra pictures (to be given by the Room Examiner on the examination day); 3) Application Receipt/ Notice of Assignment/ Admission Pass (as applicable); and 4) Clear bottled water/preferred beverage, except alcoholic beverage, placed in clear/ transparent container and/ or biscuits/candies, if any.
  • Three (3) important documents in the examination shall be accomplished: the Answer Sheet, the Examinee Attendance Sheet, and the Picture-Seat Plan. Instructions on accomplishing these for s shall be provided on the examination day.
  • In accomplishing the above forms, use Black Ballpen only for all written and all shaded entries.
  • Print legibly personal information as required:

Name – should be in the format First Name, Middle Initial, Last Name, and Extension Name (if any). Example: JUAN A. DELA CRUZ III

Sex – should be written in full | Correct: FEMALE/ MALE | Wrong: F/M

Date of Birth – should be written completely in the format month, day and year. The month should be in full word or abbreviation and not in number. The year should not be abbreviated. Correct: October10, 1974 or Oct. 10, 1974 Wrong: 10/10/1974

  • After accomplishing the forms on the Proctor’s table, examinees should put/ keep their Application Receipt/ Notice of Assignment/ Admission Pass or any other items in their bags in front of the room, before they return to their respective seats.

C. The Answer Sheet

The Answer Sheet has numbers written vertically that correspond to the question items. After each question are five (5) circles corresponding the five (5) answer options. For each question, choose the correct or best answer from among the given answer options, and on the Answer Sheet, shade neatly and complete the circle that corresponds to your choses answer option using Black Ballpen only.

Below are important reminders in accomplishing the Answer Sheet:

  • Use BLACK BALLPEN only in filling out all text fields and in marking/shading answers.
  • DO NOT USE gel pen, sign pen, fountain pen, friction pen, or any other kinds of pen, including other colors of ball pen.
  • Shade neatly and completely the circles that correspond to your answers.
  • To change an answer:

– Put an “X” mark over the original answer, then shade the circle that corresponds to the new and final answer.

– DO NOT USE correction fluid, correction pen, correction tape, pen eraser, or any other similar materials.

– Examinees are allowed to CHANGE AN ANSWER for each test item ONLY ONCE. DO NOT make any stray/unnecessary marks on the Answer Sheet.

D. Test Proper

  • For the test proper, the ONLY ITEMS to remain with the examinees in their seats are:
  • Accomplished Answer Sheets;
  • Black Ballpen/s; and
  • Clear bottled water/beverage, and candies/biscuits (if any).
  • Use of any aid in answering the test questions (i.e. calculators; books, dictionaries and any other forms of printed materials; watch calculators; cellular phones, tablets and any other gadgets; and all other similar materials/items) is strictly PROHIBITED.
  • At any point during the examination, DO NOT STAND TO SUBMIT YOUR TEST MATERIALS. The Proctor shall approach examinees at their seats to collect their Answer Sheets and Test Booklets.
  • All remaining examinees, whether or not they finish answering the test by 10 minutes before the allotted time, shall stay inside the room until properly allowed to leave. Waiting time may take 30 minutes to one hour.

Passing Grade

To pass the test, an examinee should get a general rating of at least 80.00.

Release of Test Result

The List of Passers shall be uploaded/posted on the CSC website www.csc.gov.ph within 41 to 60 days after the examination.

Examination rating can be generated approximately 15 days after the List of Passers is posted, using the Online Civil Service Examination Result Generation System(OCSERGS) which can also be accessed through the CSC website.

Those who pass the examination should verify with CSC Regional Office the availability of their Certification of Eligibility. A complete directly of the CSC Regional Offices is available at the CSC website for reference.

Passers must personally claim their Certification. Representatives are not allowed to claim the same. The basic requirements in claiming the Certification are.

At least one identification (I.D.) card, preferably the same I.D. card presented during filling of application , or any of the other accepted I.D. cards in which case the I.D. card must be valid i.e. not expired. The I.D. card must contain the holder’s name, clear picture, date of birth (if any) and signature, and the name and signature of the issuing agency’s current head/authorized representative.

Note: ID cards accepted are: Driver’s License,, SSS ID, GSIS ID, PhilHealth ID(must contain the holder’s name, picture, signature and PhilHealth number), current Company/Office ID, School ID (must be validated for the current school year/semester/trimester), Postal ID, BIR ID (ATM type/TIN card type with picture), Barangay ID, Voter’s ID, Passport, PRC ID, and Police Clearance. Any other ID card not included in the above list shall NOT be accepted.

Application receipt, if available.

The CSC Regional/Field Office, though, may require additional document/s as necessary to establish the identity of the passers.

Claiming of Certification shall be available approximately 30 days after the posting of the List of Passers.

A corresponding Advisory on these matters shall be posted on the CSC website. For any other concerns on examination results including queries on examinee number, examinees should verify directly with the CSC Regional Office concerned. The CSC Regional Offices shall handle the release and distribution of the examination results and Certification of Eligibility.

The Anti-Cheating Law

The CSC uses a highly reliable system to detect cheats. Examinees are strongly warned that any form of cheating in any civil service examination shall be considered a violation of Republic Act No. 9416, which shall be a basis for the filing of an administrative case and/ or criminal prosecution.

The forms of cheating are, as follows:

  • Use of crib sheets or “codigo”;
  • Impersonation;
  • Employing a “poste” or a person inside or outside of the examination room who may not be an examinee but provides examinees with answers;
  • Collusion of whatever nature between examinees and examination personnel;
  • Examinee number switching;
  • Possession and/ or use fake Certificate of Eligibility;
  • Such other acts of similar nature which facilitate the passing of examination.

Any person convicted of any crime involving any form of cheating shall be meted the penalty of imprisonment from six (6) to twelve (12) years and a fine of not less than Fifty Thousand Pesos (P50,000.00).

Apart from imprisonment and fine, offenders who are in government service shall be administratively liable for Dishonesty and Grave Misconduct and will be imposed the penalty of dismissal from the service with all its accessory penalties of forfeiture of retirement benefits except leave credits earned and personal contributions to the GSIS, if any, cancellation of eligibility, bar from taking any Civil Service Examination, and perpetual disqualification from re-entering the government service. On the other hand, private individuals shall be perpetually barred from entering the government service and from taking any Civil Service examination.

Suspending the Conduct of Civil Service Examinations in Times of Calamities.

The CSC, in time of calamities (natural or man-made), may suspend the conduction of examination. Such suspension may be partial, or full (either at the regional, or national level) based on assessment of conditions as support by reports issued by authorized government agencies as well as multi-media reports.

In any such event, the CSC shall immediately issue related directive and post an Examination Advisory on the CSC website www.csc.gov.ph . The CSC Regional Offices shall likewise post the advisory on their respective websites, as applicable. Press Release shall be issued and all efforts exerted to disseminate information, including use of social media.

Eligibility

The Career Service Professional Eligibility is appropriate for occupations at the first and second levels of government that do not need professional practice and are not protected by other legislation. On the other hand, the Sub-Professional Eligibility is only appropriate for first-level government positions that do not require professional practice and are not otherwise governed by other laws.

The creation of a Registry of Eligibles is the major objective of the CSE-PPT exam (RoE). Except for those positions that require professional practice and are subject to specific laws, this register will serve as the basis for certification and appointment to first- and second-level positions in the civil service. The candidates must also fulfill all other qualifications and job requirements.

ONSA – Here is a full list of the school and room assignment for the Civil Service Exam Pen and Paper Test (CSE-PPT) to be held on August 4, 2019.

In the Philippines, among the national exams that gather a lot of takers across the country are those administered by the Civil Service Commission. The CSE administers civil service eligibility exams.

Among the eligibility exams conducted by the Commission are the Career Service Examination for Foreign Service Officer (CSE-FSO); the CSE Pen and Paper Test (CSE-PPT) Professional and Subprofessional Levels; and the Basic Competency on Local Treasury Examination (BCLTE).

Aside from the eligibility exams, the Civil Service Commission also administers non-eligibility exams such as the Intermediate Competency on Local Treasury Examination (ICLTE) and the Pre-Employment Test, Promotional Test, and Ethics Oriented Personality Test (EOPT).

Several days or a week before the Civil Service Exam, the Commission releases the school and room assignments. It is released through the Online Notice of School Assignment (ONSA).

The Online Notice of School Assignment (ONSA) is a notification that indicates the testing location or school assignment of an individual who is set to take the Civil Service Examination. March 3, 2024 Room Assignment Civil Service Exam  – Professional & Subprofessional Levels

Examinees’ testing venue or school assignment for the March 3, 2024 CSE-PPT for Professional and SubProfessional levels may be generated using ONSA or the Online Notice of School Assignment. The CSC Regional Offices (ROs) though may also initiate/utilize individual approaches in disseminating information on school assignments of their respective examinees. Examinees may check the availability of ONSA, through the CSC Website at www.csc.gov.ph , a week before the exam.

To use ONSA, examinees should encode/fill in the required data in the corresponding data fields accurately, following the indicated format. Examinees may opt to have a print-out of their Notice of School Assignment using ONSA for their personal reference, but, this is not mandatory and is not a requirement.

How to see your room assignment?

1. First Go to the link on Online Notice of School Assignment (ONSA) via  https://erpo.csc.gov.ph/eNOSAv3/ .

2. When filling out an online notice of school assignment for the Civil Service Commission (CSC) PPT Exam, it is important to provide accurate and complete personal information. Start by entering your last name , followed by your first name and any extension name such as Jr, Sr, or III if applicable. Then, input your middle initial or leave it blank if you don't have one. Enter your date of birth in the format requested, like 04/22/1969. Moving on to the details of the examination, select the date of the examination, for example, March 17, 2019. Choose the type of examination you are taking, such as CSE-PPT Professional. Lastly, indicate the CSC office where you will be taking the exam, like CSC Regional Office No. 1.

March 3 2024 room assignment civil service exam  – subprofessional levels, important reminders, examinees’ guide, things to bring on exam day, 1. i.d. card (original) – preferably the same i.d. card presented during the filing of exam application. in case of loss or unavailability, the examinee must present any of the other accepted i.d. cards for civil service exam (see annex a), which is preferably valid, i.e., not expired on exam day..

  • Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
  • All other I.D. cards not included in the list of accepted I.D. cards/documents for civil service exam shall not be accepted.
  • As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I. D card is within the preceding months of the year reckoning the date of examination (or from 01 January 2023 to 25 March 2023).
  • If I.D. card has no date of birth, examinees should also bring their original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry.

  • Borrowing of ball pen/s shall not be allowed to prevent cross-contamination.
  • Only black ball pen shall be used in the examination.
  • Pencils and any other kinds of pen such as gel pen, sign pen, fountain pen, friction pen, etc. including other colors of ball pen are not allowed.
  • Also, examinees may opt to bring water in clear/transparent container, and/or candies/biscuits, which shall be inspected by the Room Examiner/Proctor. However, drinking/eating may only be done outside the testing room, one at a time, and only upon the approval of the Room Examiner. Hence, water containers should be placed inside examinees’ bag and brought out only when drinking/eating.

Chapter 3: Russia

The Core Region

Most of Russia’s population and its major industries are located west of the Ural Mountains on the Russian Plain. Known as Russia’s geographic core, this includes the Moscow region, the Volga region, and the Ural Mountain region. Moscow, Russia’s capital city, anchors a central industrial area that is home to more than fifty million people. Moscow alone has more than ten million residents, with about thirteen million in its metropolitan area, making it slightly smaller than the Los Angeles, California, metro area. A ring of industrial cities surrounding Moscow contains vital production centers of Russian manufacturing. During the Communist era, Moscow expanded from its nineteenth-century core (although the city dates from at least the twelfth century) and became an industrial city with planned neighborhoods. This world-class city has an extensive subway and freeway system that is expanding to meet current growth demands. Although rents, commodities, and domestic goods had fixed prices during the Communist era, the Soviet Union’s collapse changed all that. Today Moscow is one of the most expensive places to live in the world, with prices based on supply and demand. Many want to live in Moscow, but it is financially out of reach for many Russians.

Russia’s second-largest city, with a population of about five million, is St. Petersburg. Located on the Baltic Sea , it is western Russia’s leading port city. The city was renamed Petrograd (1914–24) and Leningrad (1924–91) but today is often called Petersburg, or just “Peter” for short. Peter the Great built the city with the help of European architects in the early eighteenth century to rival other European capitals, and he made it the capital of the Russian Empire. Named after St. Peter in the Bible (not Peter the Great), it is a cultural center for Russia and a major tourist destination. It is also known for shipbuilding, oil and gas trade, manufacturing, and finance. Its greatest tragedy took place when it was under siege for twenty-nine months by the German military during World War II. About one million civilians died of starvation or during the bombardment, and hundreds of thousands fled the city, leaving the city nearly empty by the end of the siege.

To the far north of St. Petersburg on the Barents Sea are the cities of Murmansk and Arkhangelsk . Murmansk is a major military port for Russia’s navy and nuclear submarine fleet. Relatively warm water from the North Atlantic drift circles around Norway to keep this northern port city fairly free of ice. Arkhangelsk (which literally means “archangel”), used as a port for lumber exports, has a much shorter ice-free season than Murmansk. Both of these cities are in Russia’s far north, with long winters and exceedingly brief summers.

The Volga River flows through the core region of Russia, providing transportation, fresh water, and fishing. The Volga is the longest river in Europe at 2,293 miles, and it drains most of Russia’s western core region. This river has been a vital link in the transportation system of Russia for centuries and connects major industrial centers from the Moscow region to the south through an extensive network of canals and other waterways. The Volga River flows into the Caspian Sea , and a canal links the Volga with the Black Sea through a connecting canal via the Don River .

At the eastern edge of Russia’s European core lie the Ural Mountains, which act as a natural divide between Europe and Asia. These low-lying mountains have an abundance of minerals and fossil fuels, which make the Ural Mountains ideal for industrial development. The natural resources of the Urals and the surrounding area provide raw materials for manufacturing and export. The eastern location kept these resources out of the hands of the Nazis during World War II, and the resources themselves helped in the war effort. Oil and natural gas exploration and development have been extensive across Russia’s core region and have greatly increased Russia’s export profits.

The Eastern Frontier

East of the Urals, in south-central Russia, is Russia’s Eastern Frontier , a region of planned cities, industrial plants, and raw-material processing centers. The population is centered in two zones here: the Kuznetsk Basin (or Kuzbas, for short) and the Lake Baikal region.

The Kuzbas is a region of coal, iron ore, and bauxite mining; timber processing; and steel and aluminum production industries. Central industrial cities were created across the Eastern Frontier to take advantage of these resource opportunities. The most important of these is Novosibirsk , the third-largest city in Russia after Moscow and St. Petersburg and home to about 1.4 million people. The city is not only noted for its industries but it is also the region’s center for the arts, music, and theater. It is host to a music conservatory and a philharmonic orchestra, a division of the Russian Academy of Sciences, and three major universities.

Agriculture, timber, and mining are the main economic activities in the eastern Lake Baikal region, which is more sparsely settled than the Kuzbas. Lake Baikal (400 miles long, 50 miles wide) holds more fresh water than all the US Great Lakes together and about 20 percent of all the liquid fresh water on the earth’s surface. Its depth has been recently measured at 5,370 feet (more than a mile). Some of the longest river systems in the world flow through the Eastern Frontier . The Irtysh , Ob , Yenisey , and Lena are the main rivers that flow north through the region into Siberia and on to the Arctic Ocean. To the east, the Amur River creates the border between Russia and China until it flows north into the Sea of Okhotsk . In addition to waterways, the Trans-Siberian Railway is the major transportation link through the Eastern Frontier, connecting Moscow with the port city of Vladivostok in the Far East.

Siberia , as a place name, actually refers to all of Asian Russia east of the Ural Mountains, including the Eastern Frontier and the Russian Far East. However, in this and some other geography textbooks, the term Siberia more specifically describes only the region north of the Eastern Frontier that extends to the Kamchatka Peninsula . The word Siberia conjures up visions of a cold and isolated place, which is true. Stretching from the northern Ural Mountains to the Bering Strait , Siberia is larger than the entire United States but is home to only about fifteen million people. Its cities are located on strategic rivers with few overland highways connecting them.

Type D (continental) climates dominate the southern portion of this region, and the territory consists mainly of coniferous forests in a biome called the taiga . This is one of the world’s largest taiga regions. Type E (polar) climates can be found north of the taiga along the coast of the Arctic Sea, where the tundra is the main physical landscape. No trees grow in the tundra because of the semifrozen ground. Permafrost may thaw near the surface during the short summer season but is permanently frozen beneath the surface. On the eastern edge of the continent, the mountainous Kamchatka Peninsula has twenty active volcanoes and more than one hundred inactive volcanoes. It is one of the most active geological regions on the Pacific Rim.

The vast northern region of Russia is sparsely inhabited but holds enormous quantities of natural resources such as oil, timber, diamonds, natural gas, gold, and silver. There are vast resources in Siberia waiting to be extracted, and this treasure trove will play an important role in Russia’s economic future.

The Far East

Across the strait from Japan is Russia’s Far East region, with the port of Vladivostok (population about 578,000) as its primary city. Bordering North Korea and China, this Far East region is linked to Moscow by the Trans-Siberian Railway. Before 1991, Vladivostok was closed to outsiders and was an important army and naval base for the Russian military. Goods and raw materials from Siberia and nearby Sakhalin Island were processed here and shipped west by train. Sakhalin Island and its coastal waters have oil and mineral resources. Industrial and business enterprises declined with the collapse of the Soviet Union in 1991. Today, the Far East is finding itself on the periphery of Russia’s hierarchy of productivity. However, it has the potential to emerge again as an important link to the Pacific Rim markets.

Southern Russia

In the southern portion of the Russian core lies a land bridge between Europe and Southwest Asia: a region dominated by the Caucasus Mountains. To the west is the Black Sea, and to the east is the landlocked Caspian Sea. The Caucasus Mountains, higher than the European Alps, were formed by the Arabian tectonic plate moving northward into the Eurasian plate. The highest peak is Mt. Elbrus at 18,510 feet. Located on the border between Georgia and Russia, Mt. Elbrus is the highest peak on the European continent as well as the highest peak in Russia.

Most of this region was conquered by the Russian Empire during the nineteenth century and held as part of the Soviet Union in the twentieth. However, only a minority of its population is ethnic Russian, and its people consist of a constellation of at least fifty ethnic groups speaking a variety of languages.

Since the collapse of the Soviet Union, the Caucasus region has been the main location of unrest within Russia. Wars between Russia and groups in the Caucasus have claimed thousands of lives. Some of the non-Russian territories of the Caucasus would like to become independent, but Russia fears an unraveling of its country if their secession is allowed to proceed. To understand why the Russians have fought the independence of places such as Chechnya but did not fight against the independence of other former Soviet states in the Caucasus such as Armenia , it is necessary to study the administrative structure of Russia itself.

Of the twenty-one republics, eight are located in southern Russia in the Caucasus region. One of these, the Chechen Republic (or Chechnya), has never signed the Federation Treaty to join the Russian Federation; in fact, Chechnya proposed independence after the breakup of the Union of Soviet Socialist Republics (USSR). Although other territories to the south of Chechnya, such as Georgia, Armenia, and Azerbaijan, also declared their independence from Russia after 1991, they were never administratively part of Russia. During the Soviet era, those countries were classified as Soviet Socialist Republics, so it was easy for them to become independent countries when all the other republics (e.g., Ukraine, Belarus, and Kazakhstan) did so after 1991. However, Chechnya was administratively part of the USSR with no right to secession. After 1991, Russia decided that it would not allow territories that had been administratively governed by Russia to secede and has fought wars to prevent that from happening. It feared the consequences if all twenty-one republics within the Russian Federation were declared independent countries.

Chechnya has fought against Russia for independence twice since the USSR’s collapse. The First Chechen War (1994–96) ended in a stalemate, and Russia allowed the Chechens to have de facto independence for several years. But in 1999, Russia resumed military action, and by 2009 the war was essentially over and Chechnya was once more under Russia’s control. Between twenty-five thousand and fifty thousand Chechens were killed in the war, and between five thousand and eleven thousand Russian soldiers were also killed (Wikipedia). In 2003, the United Nations called Grozny , Chechnya’s capital, the most destroyed city on Earth. Reconstruction of Grozny has slowly begun.

Even before the recent wars, Chechnya had a difficult past. Over the course of its history, it has been at the boundary between the Ottoman Empire, the Persian Empire, and the Russian Empire. Most of the people converted to Sunni Islam in the 1700s to curry favor with the Ottomans and seek their protection against Russian encroachment. Nevertheless, Chechnya was annexed by the Russian Empire. During Soviet leader Josef Stalin’s reign of terror, more than five hundred thousand Chechens were loaded on train cars and shipped to Kazakhstan, where as many as half died.

  • Transcaucasia

The independent countries of Georgia , Armenia , and Azerbaijan make up the region of Transcaucasia . Although they are independent countries, they are included in this chapter because they have more ties to Russia than to the region of Southwest Asia to their south. They have been inextricably connected to Russia ever since they were annexed by the Russian Empire in the late eighteenth and early nineteenth centuries, and they were all former republics within the Soviet Union. When the Soviet Union collapsed in 1991, these three small republics declared independence and separated from the rest of what became Russia.

Geographically, these three countries are located on the border between the European and Asian continents. The Caucasus Mountain range is considered the dividing line. The region known as Transcaucasia is generally designated as the southern portion of the Caucasus Mountain area.

The country of Georgia has a long history of ancient kingdoms and a golden age including invasions by the Mongols, Ottomans, Persians, and Russians. For a brief three years—from 1918 to 1921—Georgia was independent. After fighting an unsuccessful war to remain free after the Russian Revolution, Georgia was absorbed into the Soviet Union. Since it declared independence in 1991, the country has struggled to gain a stable footing within the world community. Unrest in the regions of South Ossetia , Abkhazia , and Adjara (where the populations are generally not ethnic Georgian) has destabilized the country, making it more difficult to engage in the global economy. Russia and Georgia had a military conflict in 2008, when Russian troops entered the South Ossetian region to support its move toward independence from Georgia. Georgia considered South Ossetia to be a part of Georgia and called the Russians an occupying force. Many other countries, including the United States, condemned Russia for their action. Russian troops pulled out of Georgia but supported the independence of South Ossetia and Georgia’s westernmost region of Abkhazia. Neither South Ossetia nor Abkhazia are considered independent states by most of the world’s countries.

A democratic-style central government has emerged in Georgia, and economic support has been provided by international aid and foreign investments. The country has made the switch from the old Soviet command economy to a free-market economy. Agricultural products and tourism have been Georgia’s main economic activities.

In 2010, Armenia, to the south of Georgia, had a population of only about three million in a physical area smaller in size than the US state of Maryland. It is a country with its own distinctive alphabet and language and was the first country in the world to adopt Christianity as a state religion, an event traditionally dated to 301 CE. The Armenian Apostolic Church remains the country’s central religious institution, and the Old City of Jerusalem in Israel has an Armenian Quarter, an indication of Armenia’s early connection with Christianity.

The small landlocked country has experienced invasions from every empire that controlled the region throughout history. The geographic area of the country decreased when the Ottoman Empire took control of western Armenia, and that region remains a part of Turkey to this day. A bitter conflict between Turks and Armenians during World War I resulted in the systematic deaths of as many as a million Armenians. This genocide continues to be commemorated annually on April 24, the traditional date of the Armenian Martyrs’ Day, but Turkey still denies the events were genocide.

Like the other former Soviet republics, Armenia has shifted from a centrally planned economy to a market economy. Before independence in 1991, Armenia’s economy had a manufacturing sector that provided other Soviet republics with industrial goods in exchange for raw materials and energy. Since then, its manufacturing sector has declined and Armenia has fallen back on agriculture and financial remittances from the approximately eight million Armenians living abroad to support its economy. These remittances, along with international aid and direct foreign investments, have helped stabilize Armenia’s economic situation.

Azerbaijan is an independent country to the east of Armenia bordering the Caspian Sea . It is about the same size in area as the US state of Maine. This former Soviet republic has a population of more than eight million in which more than 90 percent follow Islam. Azerbaijan shares a border with the northern province of Iran, which is also called Azerbaijan. Part of Azerbaijan is located on the western side of Armenia and is separated from the rest of the country.

Located on the shores of the Caspian Sea, Baku is the capital of Azerbaijan and is the largest city in the region, with a population approaching two million. During the Cold War era, it was one of the top five largest cities in the Soviet Union. The long history of this vibrant city and the infusion of oil revenues have given rise to a metropolitan center of activity that has attracted global business interests. Wealth has not been evenly distributed in the country, and at least one-fourth of the population still lives below the poverty line.

Azerbaijan is rich with oil reserves. Petroleum was discovered here in the eighth century, and hand-dug oil wells produced oil as early as the fifteenth century. Since the Industrial Revolution, the rising value of petroleum for energy increased the industrial extraction of oil in Azerbaijan. At the end of the nineteenth century, this small country produced half the oil in the world. Oil and natural gas are the country’s main export products and have been a central focus of its economy. Large oil reserves are located beneath the Caspian Sea, and offshore wells with pipelines to shore have expanded throughout the Caspian Basin. As much as the export of oil and natural gas has been an economic support for the country, it has not been without costs to the environment. According to US government sources, local scientists consider parts of Azerbaijan to be some of the most devastated environmental areas in the world. Serious air, soil, and water pollution exist due to uncontrolled oil spills and the heavy use of chemicals in the agricultural sector.

March 2024 CSE Online Notice of School Assignment (ONSA) is now Available!

The Online Notice of School Assignment (ONSA) is a documentation or notice that specifies the testing venue or school assignment of an examinee who is scheduled to take the Civil Service Examination.

The CSC is the government agency responsible for recruiting and selecting civil servants for government service. To be considered for a position in the government, one must pass the Civil Service Exam, which tests an individual’s aptitude, knowledge, and skills.

The Online Notice of School Assignment is released a few weeks before the scheduled examination date. It contains information such as the name of the examinee, the school or venue where the exam will be held, and the room number and seat number assigned to the examinee.

Examinees can access the Online Notice of School Assignment through the official website of the CSC or through the email address they provided during the application process. It is important for examinees to check their assigned testing venue and be present on the examination day to avoid any inconvenience or issues.

The Civil Service Commission, through their website www.csc.gov.ph, made the Online Notice of School Assignment (ONSA) accessible to the public.

Testing Centers/School Assignments

Examinees’ testing venue or school assignment for the August 2023 CSE-PPT for Professional and SubProfessional levels may be generated using ONSA or the Online Notice of School Assignment. The CSC Regional Offices (ROs) though may also initiate/utilize individual approaches in disseminating information on school assignments of their respective examinees. Examinees may check the availability of ONSA, through the CSC Website at www.csc.gov.ph, a week before the exam.

To use ONSA, examinees should encode/fill in the required data in the corresponding data fields accurately, following the indicated format. Examinees may opt to have a print-out of their Notice of School Assignment using ONSA for their personal reference, but, this is not mandatory and is not a requirement.

If examinees cannot access the ONSA and/or still do not know their school assignment one week before the examination day, they should INQUIRE DIRECTLY with the CSC Regional/Field Office concerned. A complete directory of CSC regional/field offices nationwide is available at the CSC Website.

Important Reminders

1. Wearing of FACE MASKS shall be OPTIONALNOLUNTARY. However, as a matter of prerogative, there may be CSC Regional Offices that may require the wearing of face masks. On the other hand, the following individuals are still recommended1 to wear face mask: (i) elderly; (ii) individuals with comorbidities; (iii) immunocompromised individuals; (iv) pregnant women; (v) unvaccinated individuals; and (vi) symptomatic individuals.

2.  NO I.D. CARD/DOCUMENT, NO EXAM.

3.  Be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Offices concerned.

4.  GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:45 A.M. Examinees who arrive later than 7:45 a.m. shall NOT be admitted to take the exam.

5.  If feasible, VISIT AND CONDUCT AN OCULAR INSPECTION of the assigned school/testing venue at least one day before the examination day to be familiar with the school location and its route/direction, the available means of public transport, and the time and motion requirement of travelling from point of origin to the school/testing venue. DO NOT SOLELY RELY ON GPS NAVIGATION/ROUTE/DIRECTION APP TO LEAD YOU TO YOUR TESTING VENUE ON EXAMINATION DAY

6.  Wear proper attire on examination day, preferably plain white shirt/tops. Examinees wearing SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS will NOT be ALLOWED to enter the exam venue. Also, long hair must be tied.

7.  Bringing of cellular phones, including smart phones/watches and pens/eyeglasses with built-in camera, and any other gadgets/electronic devices, including those that may facilitate video/audio recording of any test material/form, or part/portion/phase of the conduct of the exam, and all other similar items, IN EXAMINEE’S SEAT IS NOT ALLOWED. Prior to occupying the assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area. Examinees are encouraged to use transparent bag.

8.  Use of any aid in answering the test (such as calculators; watch calculators; tablets; books, dictionaries and other forms of printed materials; and any other similar materials/items/gadgets) is NOT allowed.

9.  Bringing of the test booklet outside of the testing room/venue is strictly prohibited. The examination or test results of those found violating this rule shall be cancelled.

Examinees’ Guide

A link to the Examinee’s Guide in Taking CSE-PPT is also available through the ONSA. Examinees are strongly advised to access this link, read thoroughly, and understand fully the examinee’s guide to be familiar with the examination process.

Serving as the orientation/briefing material of examinees, the Examinee’s Guide contains comprehensive information on the conduct of the examination to include guidelines and procedures to be observed before and during exam day,among other concerns.

The Examinee’s Guide is intended for the exclusive use of examinees. Thus, examinees are advised NOT to re-distribute their copy of the guide on their Facebook Page, or any other communication platforms.

Things to Bring on Exam Day

1.  I.D. CARD (Original) – preferably the same I.D. card presented during the filing of exam application. In case of loss or unavailability, the examinee must present any of the other accepted I.D. cards for civil service exam (see Annex A), which is preferably valid, i.e., not expired on exam day.

  • Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
  • All other I.D. cards not included in the list of accepted I.D. cards/documents for civil service exam shall not be accepted.
  • As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I. D card is within the preceding months of the year reckoning the date of examination (or from 01 January 2023 to 25 March 2023).
  • If I.D. card has no date of birth, examinees should also bring their original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry.

3.  BLACK BALL PEN/s

  • Examinees must bring their own ball pen/s.
  • Borrowing of ball pen/s shall not be allowed to prevent cross-contamination.
  • Only black ball pen shall be used in the examination.
  • Pencils and any other kinds of pen such as gel pen, sign pen, fountain pen, friction pen, etc. including other colors of ball pen are not allowed.

Also, examinees may opt to bring water in clear/transparent container, and/or candies/biscuits, which shall be inspected by the Room Examiner/Proctor. However, drinking/eating may only be done outside the testing room, one at a time, and only upon the approval of the Room Examiner. Hence, water containers should be placed inside examinees’ bag and brought out only when drinking/eating.

The general information items on the following: Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713); Peace and Human Rights Issues and Concepts; and Environment Management and Protection are also included for both professional and sub-professional exams.   • For Sub-Professional level, 165 items in a 2 hours and 40 minutes time

The applicant is advised by the Commission to come at the examination center one hour before the test proper.

Passing Score

To pass the examination, the examinee must get an overall score of 80.00%.

Release of Results

The Civil Service Commission (CSC) is releasing the official list of passers for all regions in the March 2024 Civil Service Exam Exam (CSC-PPT) within 60 days after the exams.

CSC advised examinees to directly coordinate with the CSC Regional Office for other concerns like verification of examinee number and further examination result-related matters.

Civil Service Eligibility

Career Service Professional Eligibility is the second appropriate level for first- and second-level government positions that do not involve the practice of the profession and are not covered by other laws.

Meanwhile, Sub-Professional Eligibility is only appropriate for first-level government positions that do not involve the practice of the profession and are not covered by other laws.

The CSE-PPT examination aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service, except those involving the practice of the profession and are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions.
